China's Military-Civil Fusion in Latin America

Through two-decades of trade, investment, and loans, China has become the top economic partner for 14 of the 33 nations in Latin America and the Caribbean. But the story of how China has leveraged its economic influence in Latin America is one of the PRC's malign intent and U.S. neglect. To the point that the Chinese military, the People's Liberation Army, is leveraging this economic clout to develop dual-use projects in the form of port infrastructure and satellite ground stations from Mexico down to Argentina.

On December 7, 2022, at the 23rd Parliamentary Intelligence-Security Forum held at the Dirksen Senate Office Building in Washington D.C. - SFS Executive Director, Joseph M. Humire briefed lawmakers from more than 80 countries around the world about China's Military-Civil Fusion strategy in Latin America and the Caribbean.
